2012 OLD 27 PROJECT
Starting approximately June 11, 2012 the Roscommon County Road Commission will begin work on Old 27 from Ausable Road to to the Crawford County line. The project will consist of 3.77 miles of trenching, HMA shoulders, cold milling, ultra-thin overlay, gravel shoulders, sign replacements and pavement markings.

Monthly Board Meeting
April 18, 2012
 
The meeting was called to order at 7:00 pm.
The Pledge of Allegiance was recited.
Roll Call: Fred Koenigbauer, Anna Reno, Bill DeHaan and Ron Byelich. Excused: Craig Williams.
Motion by Reno Reno, supported by Byelich to approve the agenda with the addition of a cemetery lot buy back added to new business. Yeas: All. Nays: None.
Motion by DeHaan, supported by Byelich, CARRIED, to accept minutes of the March 28, 2012 Board Meeting. Yeas: All. Nays: None.
Motion by DeHaan, supported by Reno, CARRIED, to accept minutes of the April 13, 2012 Work Session Meeting Minutes. Yeas: All. Nays: None.
Motion by Byelich, supported by Koenigbauer, CARRIED, to accept the minutes of the March 28, 2012 Budget Hearing. Yeas: all; Nays: none.
Motion by Reno, supported by DeHaan, CARRIED, to accept the Public  Meeting Minutes of the Recreation Plan on March 28, 2012. Yeas: All. Nays: None.
Motion by Reno, supported by Byelich, CARRIED, to pay the bills for April 2012. The bill for It-Right was missing and Reno will cut it next week. DeHaan asked if the payment to First Bank was for the bond payment and yes it is. Yeas: All. Nays: None.
The treasurer’s report will be tabled till the May Monthly Board Meeting.
 
CORRESPONDENCE: There was no correspondence.
GUEST SPEAKERS:  Larry Fox with C2A2. Seems to be some confusion with the S2 Grant and is here on behalf of the board to go over any confusion. DeHaan gave Fox a list of questions that the board wanted asked and the board went through each question with Fox. The grant is called an S2 Grant. The program is specifically designed with the intent of excelerating the progress of water pollution control efforts and simulating the use of the revolving fund programs. The data that Fox is using which may or may not suggest there is a problem with on-site sewage disposal systems in the vicinity of Higgins Lake has come from meetings with Mangini of the Health Department and from that C2A2 has created a map showing the potential problem areas. What is a SRF or SWQIF Grant? These are not grants, but rather low interest loans. The purpose of these low interest loans is to fund the project that was submitted as a result of the study done under the S2 Grant. Koenigbauer asked if the project plan is going to identify areas if there are problems and what should be done to correct the problem? He also questioned that if we are going to go forward with this study, that we should be willing to go forward with a plan? Koenigbauer wants to make sure that we will be able to go out into the public and find out what they want to do if an area of concern arises and that from this study we will be able to give them the cost of fixing the problem so that they have a basis for wanting to move ahead with the project or stop it all together at that point, as the township would leave any possible future project decision to the residents in that given problem area if the study shows there is a need in any given area. The board asked the question of what happens if the local unit of government elects not to go forward with a project based on the input of the public/residents in the area? According to Fox, if Gerrish is awarded a contract, they have three years to submit a project plan. If they do not submit a project plan in the three year time, than the grant has to be paid back or if they make an offer for funding and it is turned down twice, it has to be paid back. At no point however is Lyon Township responsible for paying back the grant nor can Gerrish force us into a project the Township and it’s residents do not want to move forward with. Fox verified that there would be no financial implications to Lyon Township or its citizens if Gerrish Township chooses NOT TO proceed with a project. The questions was brought up whether there could be any financial implications to the citizens of Lyon Township if Gerrish Township choose TO proceed with the project? Again, Fox stated there would be none, as there would be no reason for Gerrish to move forward without support from our residents, as a special assessment would be required and Gerrish would have no reason to move forward if they did not have some type of a quarentee through a special assessment that they would be paid back for the project (if there was any). Lyon Township should be involved in the project, as part of the study with regards to the grant Gerrish is applying for is taking place in Lyon Township and if Gerrish has our support, they have a better chance of receiving the grant to go ahead with the study. If a project were identified and agreed to then it would allow Lyon Township to receive funding from other Grant opportunites, along with SRF or SWQIF loan interest loans. It was asked why Lyon Township is being asked to support an effort by Gerrish Township to secure a grant that pre-supposes that a project will be a result of the grant application, when there is no apparent, current, reliable data available to indicate there is a problem with on-site sewage disposal systems in Lyon Township? Fox indicated that just because P. Magini is able to issue sewage disposal permits doesn’t mean there isn’t a problem, it just means he has issues issuing permits and due to the law has other means of issue permits to those who need them.
 
NEW BUSINESS: Motion by DeHaan, supported by Koenigbauer, CARRIED, to approve resolution (with change in wording as presented by Koenigbauer) supporting Gerrish Townships efforts in applying for the S2 Grant as it pertains to the sewer study around Higgins Lake. Ross Call Vote:  Yeas: Byelich, Koenigbauer, Reno and DeHaan.  Nays: None. Absent: Williams. Motion by Reno, supported by Koenigbauer, CARRIED, to approve re-appointment of Dean English as the representative of CCCOA to the HLUA for a one year term. Yeas: All. Nays: None. Motion by Koenigbauer, supported by Byelich, CARRIED to approve re-appointment of Bill DeHaan as the Lyon Township representative to the HLUA for a two year term. Yeas: All. Nays: None. Motion by Koenigbauer, supported by Reno, CARRIED to approve re-appointment of John Nellist as a Lyon Township representative to the HLUA for a one year term. Yeas: All. Nays: None. Motion by Reno, supported by Koenigbauer, CARRIED to buy back cemetery lot; section C, grave 8 for $200.00. Yeas: All. Nays: None. Absent: Williams.

PLANNING COMMISSION: No report, next meeting will be held May 21, 2012
 
HLUA REPORT: Given by DeHaan. Everything is working good.
 
CEMETERY/PARKS/MAINT: No report, will be on next months report.   
 
FIRE DEPARTMENT REPORT:   Given by Minto. 20 runs: 11 fires, 1 standy-by, 1 water rescue, 1 PIA, 6 ambulance runs. Training: Trained on 625, medical C.E. in crime scence awareness, ice rescue, repaired dry hydrant at Forest Ave. and tested with 640. Maintenance: Removed track from argo, ran all vehicles and portable equipment, swept all bays. Ordered a Hurst extracation set, fire eztinguishers filled at hall, portable air tanks for ambulance filled and 3 members have passed E.M.T. class and are waiting to take the final exam. Fire hall was open during storm for coffee, etc. and all raido’s and pager’s and repeaters were changed over to narrow banding with rest of Roscommon County without any problems.
 
ORDINANCE OFFICER: No report.
 
BUILDING DEPT REPORT: Given by Koenigbauer. Four permits during April.
LIBRARY BOARD REPORT: No report. 
 
BOARD COMMENTS: Koenigbauer commented that brine dates are set for: May, 24th, June 28th, and August 30th. Also May 17th the RCRC will be putting on their annual meeting for the local townships. The Townline dock was put in and Koenigbauer is working with Flewelling to put up some type of bumper to keep boats from being damaged. Old 27 will have some repair work being done this summer from Ausable to the Crawford County line.
 
PUBLIC COMMENTS: Amanda, with the Roscommon Weekly introduced herself.
